Open Access Policy

1. Introduction

Government & Resilience (G&R) is a fully open-access journal committed to the free and immediate dissemination of scholarly research. All published articles are permanently available online without subscription or registration barriers.

2. Definition of Open Access

G&R adheres to the principles of Open Access, meaning that all published articles are made permanently and freely available online immediately upon publication, without subscription charges or registration barriers for readers. Users are permitted to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful, non-commercial purpose, as defined by the specific Creative Commons license applied, without asking prior permission from the publisher or the author.

3. Policy Details

  • Free and Immediate Access: All research articles, technical papers, conceptual papers, and case study reports published in G&R are immediately available to access and download free of charge for all users worldwide upon publication. There is no embargo period.

  • Author Copyright and Licensing:

    • Authors who publish with G&R retain the copyright of their work.
    • All articles are published under the Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International (CC BY-NC-SA 4.0) license. This license allows others to:
      • Share — copy and redistribute the material in any medium or format.
      • Adapt — remix, transform, and build upon the material.
    • Under the following terms:
      • Attribution (BY): Users must give appropriate credit to the author(s) and G&R as the original source of publication, provide a link to the license, and indicate if changes were made.
      • NonCommercial (NC): Users may not use the material for commercial purposes.
      • ShareAlike (SA): If users remix, transform, or build upon the material, they must distribute their contributions under the same license as the original.
    • The specific licensing terms are clearly indicated on each published article.

  • Publication Fees (APCs):

    • G&R is committed to maintaining high‑quality open‑access publishing. To support rigorous editorial processes, peer review, digital archiving, and long‑term journal sustainability, G&R applies an Article Processing Charge (APC) to manuscripts accepted for publication. The APC amount and related information will be clearly displayed on the journal’s website (See APC).
    • All other costs of the journal—including online hosting, indexing services, DOI registration, and the procurement of tools such as Turnitin and Grammarly—are supported by financial funding from Dealings Publishing. Payment or eligibility for an APC waiver or discount has no influence on peer review, editorial evaluation, or the decision to accept or reject a manuscript.

  • User Rights and Permitted Reuse:

    • Readers may freely read, download, copy, distribute, print, search, link to, and otherwise reuse published content in accordance with the terms of the CC BY-NC-SA 4.0 License, without seeking additional permission from the authors or publisher.  Authors who publish with G&R retain the copyright of their work.

  • Compliance with Funder Mandates:

    • G&R's Open Access model, author copyright retention, and CC BY-NC-SA licensing are designed to be compatible with the open access policies of many research funding bodies and institutions worldwide. Authors are encouraged to check their specific funder requirements.

  • Archiving for Long-Term Accessibility:

    • Authors may deposit and share their manuscripts and published articles in institutional repositories, subject repositories, personal websites, and other appropriate scholarly platforms in accordance with the journal's Repository Policy.
    • G&R is committed to maintaining the long-term accessibility and integrity of its published scholarly record. Digital preservation and continuity arrangements are described separately in the journal's Archiving and Digital Preservation Policy.
  • Open Access Principles 
    • Through this policy, Government & Resilience (G&R) supports the broad dissemination, accessibility, and responsible reuse of scholarly knowledge while maintaining appropriate attribution and author rights.
