1. Introduction

Government & Resilience (G&R) is firmly committed to the principle of Open Access for scholarly research. We believe that making research freely and widely available to the public supports a greater global exchange of knowledge, accelerates discovery, enhances education, and maximizes the societal and economic impact of research. This policy outlines G&R's commitment to providing unrestricted access to the articles it publishes, in line with the mission of our publisher, Dealings Foundation Institute, to foster and disseminate knowledge.

2. Definition of Open Access

G&R adheres to the principles of Open Access, meaning that all published articles are made permanently and freely available online immediately upon publication, without subscription charges or registration barriers for readers. Users are permitted to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful, non-commercial purpose, as defined by the specific Creative Commons license applied, without asking prior permission from the publisher or the author.

3. Policy Details

  • Free and Immediate Access: All research articles, technical papers, conceptual papers, and case study reports published in G&R are immediately available to access and download free of charge for all users worldwide upon publication. There is no embargo period.

  • Author Copyright and Licensing:

    • Authors who publish with G&R retain the copyright of their work.
    • All articles are published under the Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International (CC BY-NC-SA 4.0) license. This license allows others to:
      • Share — copy and redistribute the material in any medium or format.
      • Adapt — remix, transform, and build upon the material.
    • Under the following terms:
      • Attribution (BY): Users must give appropriate credit to the author(s) and G&R as the original source of publication, provide a link to the license, and indicate if changes were made.
      • NonCommercial (NC): Users may not use the material for commercial purposes.
      • ShareAlike (SA): If users remix, transform, or build upon the material, they must distribute their contributions under the same license as the original.
    • The specific licensing terms are clearly indicated on each published article.

  • Publication Fees (APCs):

    • G&R is committed to maintaining high‑quality open‑access publishing. To support rigorous editorial processes, peer review, digital archiving, and long‑term journal sustainability, G&R applies an Article Processing Charge (APC) to manuscripts accepted for publication. The APC amount and related information will be clearly displayed on the journal’s website.
    • All other costs of the journal—including online hosting, indexing services, DOI registration, and the procurement of tools such as Turnitin and Grammarly—are supported by financial funding from Dealings Foundation Institute.

  • User Rights and Permitted Reuse:

    • Under the CC BY-NC-SA license, users are granted significant reuse rights as long as the terms of the license (attribution, non-commercial use, and share-alike) are respected. This promotes the broad dissemination and utilization of research findings.

  • Benefits of Open Access:

    • For Authors: Increased visibility, readership, and citation of their work; wider global impact; greater public engagement; and compliance with open access mandates from many funding agencies.
    • For the Research Community and Society: Accelerated pace of research and innovation; equitable access to knowledge regardless of geographic location or institutional affiliation; enhanced opportunities for interdisciplinary collaboration; and greater return on public investment in research.

  • Compliance with Funder Mandates:

    • JG&R's Open Access model, author copyright retention, and CC BY-NC-SA licensing are designed to be compatible with the open access policies of many research funding bodies and institutions worldwide. Authors are encouraged to check their specific funder requirements.

  • Archiving for Long-Term Accessibility:
